We are currently seeking a motivated, career and customer service oriented Technology Project Manager / Deputy Program Manager to join our team in Arlington, VA to begin an exciting and challenging career with Unisys Federal Systems.

Essential Job Functions:
• Manage large Security Technology Projects with responsibilities for technology implementation and engineering oversight of 3rd party vendors providing service to design, install and maintain technology components to a large nationwide enterprise or government level facilities.
• Utilizes excellent written and oral communication skills to work closely with client leadership, contractor and vendor technical staff to identify best solutions for the organization.
• Comfortable working independently and hands-on to prototype and evaluate custom and third party solutions for fit within the organization.
• Advises on high-level, complex solution development, architecture and management processes from concept ideation through development, launch and maintenance.
• Interfaces with development, delivery teams and executive management to develop and grow solutions and portfolios of solutions and offerings and to increase productivity and profits.
• Promotes use of strategic solutions and offerings by the business development community and provides guidance to sales/proposal teams during the launch phase of the life cycle. Participates in solution selling activities to ensure that marketing plans are in alignment with and satisfy business requirements.
Leads customer and opportunity-specific technical solution architecture efforts. Creates written and graphical content to support client and business stakeholders.
• Leads research initiatives of existing business environment including technology trends, best practices and organization preferred architectural frameworks to ensure organization's services match business trends. Suggests appropriate upgrades or relevant solutions to enhance organization's competency in meeting changing business needs.
• Interfaces and leads discussions across cross-functional teams, engaging executive management to ensure consistency in solution development and implementation.
• Defines complex solutions which align with and support client requirements, needs and enterprise environment. Mentors and leads project teams in the appropriate use of strategic solutions and offerings.
• Identifies and evaluates business requirements; evaluates concepts and models such as market timing, knowledge of industry and trends. Reviews and approves decisions prior to implementation to ensure adherence to business strategies.
• Advises management regarding vision and strategy, technology innovations and enterprise architecture services.
• Leads performance reviews and scalability assessment activities.
• Prepares vision and strategy work products, technology and product analysis, white papers, and responses to queries on strategy and product related topics.


Technical Experience (Technology Implementation, Physical Security Technologies):
• Manage security technology and related services to support the customer with project quality control oversight, technical requirements gathering and development, technology solution design consultation and engineering services needed to assist in the development of solutions targeting evolving physical security technologies.
• Manage processes associated with on-site installation, delivery and quality assurance for wide variety of security related technology projects nationwide including video surveillance, biometric readers and perimeter controls such as locks, door protection, and physical building layouts
• Manage Schedules and Engineers who develop designs for Information Technology architectures by successfully emulating, adapting and replicating current design rules and guidance. Validate design and redesigns of existing security technology approaches to identify necessary improvements and technological advancements. Edit plans and design to ensure consistency and operational applicability of solutions.
• Provide assessments of technical requirements provided by customer representatives including any standardized design and/or engineering criteria expected for the design.
• Conduct market research to assist the Government in the preparation of the Independent Government Cost Estimate (IGCE) for technology procurement and design packages.
• Manage staff and schedules to provide technical assessments of completed tasks, project progress and desired outcomes in accordance with project plans and schedules.
• Maintain and manages the client interface at the senior levels of the client organization
• Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures strict conformance to/with program task schedules and prices
• Responsible for accurately engineering, designing, and estimating enterprise grade intrusion, access control, video surveillance, and supporting subsystems while adhering to classic project constraints.
• Experience at design techniques associated with adequate systems and have general knowledge of industry standards to assure security compliance.
• Attend planning meetings and site visits, take responsibility of teams creating technical installation packages including a detail scope of work, and submit required material lists to purchasing for procurement of associated components; all while meeting company, customer, and industry standards.
• Analyze project requirements, prepare program specification documents and design documents. Create project plans, schedules and objectives.
• Improve business processes and support critical business strategies by directing the product development, implementation and maintenance of software products
• Coordinate design/development/testing/analysis & debug of security system products or components, following approved processes.
• Explain security solution and technology to project teams, guide and mentor project teams on product development and review project progress and provide feedback to key stakeholders.
• Ensure assigned activities are completed within committed time and cost, and satisfy established quality standards
• Maintain technical competency. Keep abreast of engineering/applied research trends and developments and incorporate them into appropriate segments of overall programs.
• Create artifacts/documentation for project monitoring and tracking and obtain approval from stakeholders
• Provide input on employee objectives and feedback on performance.
• Provide leadership and has accountability for their project. Have the authority to make decisions within the scope of their project.
• Lead efforts of virtual teams. Understand regional cultural considerations and forms tight working relationships. Manage teams of contract support personnel at multiple locations
• Participates in Innovation activities by fostering a collaborative environment for associates, providing mentoring and coaching for ideas. Reviews and comments on Innovation portal ideas.

Requirements

Basic Qualifications:
Bachelor's degree in business administration, computer science, information technology or related field
10+ years managing design and build out experience of security implementations projects for government agencies or large enterprise applications on a national scale
Knowledge of or management experience supervising staff involved in the design, installation and maintenance of physical security business processes and re-engineering related to;
• Video management systems, Intrusion detection systems, Intercom systems, and infrastructure cabling
• Door hardware (i.e. electric strikes, door closures, etc.)
• Low voltage power and building electrical systems
• Security consoles
• Live safety devices (i.e. fire egress crash bars, etc.)
• Detention door controllers, Ballistic materials
• Automated vehicle barriers (AVB), bollards and planters, perimeter fencing, Guard booths
• Screening equipment (i.e. X-Ray and walk-through metal detectors)

Prior experience as a PM and security technology engineer highly desired.
Experience working with office productivity tools; delivery assurance and/or industry standards on deliverables
Experience working with administrative and/or workflow systems Understand Product Life Cycle management in a systems engineering environment, with focus on agile methodologies.
• Ability to work in a global team, with multiple stakeholders across functions and geographical regions
• Ability to communicate project information with clients
• Proactive, analytical and capable of influencing and providing decision support
• Team Player, leader and mentor
• Computer Science/EE undergraduate degree, or demonstrated equivalent knowledge
• Excellent written and verbal communication skills with good command over English language
• Must be US Citizen and able to pass background security check covering areas of financial stability, no prior felony convictions, positive social visibility
